  2. Respectfully, with the sanguine hope of the compassionate consideration and your kind personal attention I want to submit as under:-
    1. That I had been posted as AEC (BPS-17), Washuk (Balochistan) since 05-06-08 to16-10-12.
    2. That during my posting at Washuk Balochistan the pays and allowances of the Govt. servants were revised by the Govt. of Pakistan w. e. f. 01-06-11.
    3. That due to security threats to my life I could not move to Quetta to get my new pay-slip issued by the AGPR (SO), Quetta as per revised fixation of pay & perks accordingly.
    4. That consequently I continued to draw my pay & allowances as per old rates w. e. f. 15-08-2011 to 31-10-2012. (For about 17 months).
    5. That meanwhile I was transferred to Multan in October, 2012.
    6. The AGPR (SO), Quetta issued / forwarded the LPC vide
    No. GAD/Election / 8074 Dated: 17-04-2013 incorporating necessary corrections, changes and fixations, as per new / revised pay scales in the LPC, issued by the DAO, Washuk bearing No. 603-4 Dated: 27-11-2012, (Copies of the both enclosed).
    7. That accordingly as per directions of the PEC, Punjab, I submitted my arrear bills to the DAO, Multan, who, vide Para-5 of his office letter No. DAO/MN/Admn/4146. Dated: 17-01-2014 advised me to submit all the pending arrear bills relating to the period prior to 23-11-2012 (my charge assumption at Multan) to the proper audit office i. e. the DAO, Washuk, Baluchistan (Copy enclosed).
    8. That I had been submitting my Arrear Pay bills (Rs. 508569) along with numerous reminders to the PECs, Balochistan and Punjab / the DAOs Washuk and Multan for necessary actions e. g. allocation of the funds / passage / defrayal of the pending bills etc. since Dec, 2012; but none of the above offices could understand as to how this matter of defrayal of the inter-provincial arrear bills might be disposed of.
    9. That the PECs, Balochistan and Punjab do evidently and intentionally not understand the way-out of the disposal of this very matter.


    I want to seek an advice / guidance from Finance Ministry / AG, Pakistan or AGPR, Islamabad regarding the procedure of drawl and defrayal of my longstanding pending arrear bills

  10. I need guidance in respect of advance increments. Facts as follows:-

    Secured BA degree in the year 1989 and LLB in year 1996 when I was serving as Senior Clerk in BS-7. I have not been allowed advance increments for higher education. In the year 1997 I was appointed in BS-17. In case the advance increments are granted in BS-7 then the benefit would be till appointment in BS-17 because of huge difference of basic pay in BS-7 and BS-17 there would be no beneficiary effect of advance increments. Are there any instructions/precedent that increments can be allowed from the date of application instead of from the date of acquiring the higher education

    1. I was drawing pay @ Rs. 3300/- Pm in BPS No. 5 (2100-100-5100) as LDC on 16th April 2002.

    2. I was reappointed as UDC through proper channel in BPS No. 7 (2220-120-5820) on 17th April 2002

    3. How my pay will be fixed.

    Option 1 (Already fixed by Audit authorities)
    a. Pay on 16th April 2002 Rs 3300/- pm
    b. Pay refixed on 17th April reappointment Rs 3420/- Pm

    Option 2 (in my opinion, but have no supporting documents / authority )

    a. Pay on 16th April Rs 3300/-pm
    b. Pay refixed on next stage in BPS 7 Rs 3420/- pm
    c. Pay refixed on granting premature increment in BPS no. 7 Rs 3540/-

    Forgoing in view, kindly advise me which option is correct and if option 2 of mine is correct than any authority / govt rules in support.
